The album was assembled by Col. Carl M. Bortz, the officer in charge of the construction project at the Soil Erosion Service camp. It contains clippings from local Virginia papers concerning the mission of the camp, photographs taken by Bortz of the construction of the barracks and other buildings, and professional photographs of the camp by Spencer & Wycoff, Detroit.
